What this number counts
Counts
Suspects without German citizenship as a share of all suspects for rape, sexual coercion and sexual assault in the especially serious case (§§ 177, 178 StGB). Since 2018 BKA key 111000 holds only the especially serious cases; the BKA publishes no single key covering all of § 177 StGB from 2018 (its parent key 110000 also includes §§ 174-174c, 184i and 184j), and adding sub-keys would count some suspects twice.

Why the numbers differ (3)
  • Police count suspects when a case goes to prosecutors; courts count people convicted, once per proceeding under the most serious offence, usually a year or more later. For rape and sexual coercion the non-German share was 38.46% of suspects in 2025 and 42.59% of people convicted in 2024; the court group (§§ 177, 178 StGB, all cases) is wider than BKA key 111000 (serious cases only since 2018). (source, retrieved 2026-10-26)
  • Shares of suspects include people who do not live in Germany; the BKA rates per 100,000 count resident suspects only. In 2025 the rates were 1813.14 for German and 4788.12 for non-German residents aged 8 and over, leaving out immigration-law offences. (source, retrieved 2026-10-27)
  • Murder and manslaughter include attempts in the police figures; the court figure for murder leaves attempts out. The BKA counts small numbers here: 838 murder and 2,068 manslaughter suspects in 2025, so yearly shares move more. (source, retrieved 2026-10-27)
Common mistakes (5)
  • Dividing suspect counts by population counts without noting that the population excludes tourists, people passing through, commuters and people staying without permission, who can still be suspects. The BKA says such people are "in der Einwohnerzahl der Bundesrepublik Deutschland nicht enthalten" (PKS 2025 report, p. 71). (source, retrieved 2026-10-26)
  • Reading the rape series as one continuous definition. BKA key 111000 changed with the 1997-98 and 2016 law reforms; since 2018 it holds serious cases only. (source, retrieved 2026-10-27)
  • Comparing suspect numbers across 2009 without noting that the BKA switched to counting each person once nationwide that year. (source, retrieved 2026-10-26)
  • Reading "non-German" as "migrant". The police statistics record citizenship only; naturalised and dual citizens count as German (PKS 2025 report, pp. 7 and 72). (source, retrieved 2026-10-26)
  • Treating suspects as offenders. Suspects are recorded at the end of police investigations, before any court decision. (source, retrieved 2026-10-26)
Context (2)
Sources considered and not used (3)
  • Suspects excluding immigration offences before 2002, by subtraction: Key 890000 starts in 2002. Subtracting immigration-law suspects (key 725000) from all suspects would be wrong, because a person suspected of both is counted once in each. (source, retrieved 2026-10-27)
  • BKA summary key 892500 (murder, manslaughter and killing on request): The time series has it from 2013 only, so murder (010000) and manslaughter (020000) are shown separately from 1987. (source, retrieved 2026-10-27)
  • Destatis convictions by offence and citizenship before 2024: Published in a separate report for each year; only the 2024 report was read. Its long table 24311-45 gives all offences by citizenship from 2007. (source, retrieved 2026-10-26)
