How do crime rates in Norway differ by citizenship and immigrant background?

In 2021-2023 Statistics Norway counted on average 1,635.97 persons charged per year per 100,000 immigrants, 1,430.34 per 100,000 Norwegian-born to immigrant parents and 925.6 per 100,000 in the rest of the population; in SSB's 2015 figures for residents aged 15 and over, its adjustment for sex and age changes the immigrant rate from 2,170 to 1,807 and the rate for Norwegian-born to immigrant parents from 3,632 to 2,635, against 1,498 for the rest of the population; in 2024, foreign citizens were 22.86% of persons charged whose citizenship is known (13,631 of 59,639, a count that includes people not resident in Norway, so SSB gives no rate per resident by citizenship) and 11.41% of residents, while immigrants were 15.1% of residents in 2022.

13,631 foreign citizens (stateless included) of 59,639 persons charged with any offence as principal offence whose citizenship is known.

Includes people not resident in Norway (for SSB, as a rule stays under six months, asylum seekers awaiting a decision, people staying unlawfully, and emigrated Norwegian citizens). Leaving out all 121 persons charged with immigration legislation as principal offence (all citizenships, StatBank 09416) would give no less than 22.7%.

Why the numbers differ (5)
  • Citizenship and immigrant background are different groups. Immigrants who have become Norwegian citizens count as Norwegian citizens in table 09421, and the citizenship counts include people not resident in Norway: in 2021-2023 SSB counted on average 5,153 non-resident persons charged per year of 62,413 in all (Table 3). SSB notes non-residents range from transport workers to emigrated Norwegians, and that asylum seekers and people staying unlawfully are a small share of them. (source, retrieved 2026-10-27)
  • Persons charged versus charges. SSB's Table 2 counts charges (one per solved offence per person), summed over four years. For men aged 15-24, charges per 1,000 were 576.29 for immigrants, 600.92 for Norwegian-born to immigrant parents and 377.78 for the rest of the population in 2015-2018, and 554.28, 632.82 and 283.08 in 2020-2023. A few people charged with many offences weigh heavily in charges, so SSB adds persons charged per year (Table 3), which this page uses. (source, retrieved 2026-10-27)
  • Age base and period. SSB's 2017 report counts residents aged 15 and over in single years 1992-2015; the newer tables count all ages and average 2021-2023. Its chapter 3 instead counts people who committed at least one solved offence over four years (2010-2013), which gives higher rates. (source, retrieved 2026-10-27)
  • Only solved offences count. SSB writes that how often offences are discovered, reported and solved varies by offence type, and that police and prosecution priorities in particular groups or areas can matter for over- and under-representation (2015-2018 and 2020-2023 articles). (source, retrieved 2026-10-27)
  • Immigration legislation offences, which mainly foreign citizens can commit, sit in the public order group and are not separated by citizenship in table 09421. In 2024, 121 persons of all citizenships had one as principal offence (StatBank 09416), so leaving them all out would lower the foreign-citizen share of persons charged from 22.86% to no less than 22.7%. (source, retrieved 2026-10-27)
Common mistakes (5)
  • Reading a rate per 100,000 as the share of a group that offends. 1,635.97 per 100,000 means about 1.64% of immigrants were charged in an average year in 2021-2023; most people in every group were not. (source, retrieved 2026-10-27)
  • Dividing persons charged by citizenship by the resident population. The counts (StatBank 09421) include people who are not resident in Norway, while the population covers residents only. SSB defines non-residents as people not counted as inhabitants, as a rule stays shorter than six months, asylum seekers and others awaiting a residence decision and people staying unlawfully, and notes they also include emigrated Norwegian citizens. SSB publishes no resident-only count by citizenship, so such a rate mixes two groups and this page shows the counts and shares instead. (source, retrieved 2026-10-27)
  • Comparing Norwegian-born to immigrant parents with immigrants as children against their parents. SSB notes the comparison is between people of the same age who were born in Norway or abroad. (source, retrieved 2026-10-27)
  • Reading SSB's adjusted figures as the effect of immigrant background. The adjustment removes differences in sex and age only; SSB's report adds residence and employment in further steps and does not draw causal conclusions. (source, retrieved 2026-10-27)
  • Counting people charged as people convicted. SSB's "persons charged" are people the police and prosecution name as the offender in a solved case, including fines and waivers of prosecution, not court convictions. (source, retrieved 2026-10-27)
Context (6)
Sources considered and not used (7)
  • SSB StatBank, persons charged in 2025: Not yet published; the next update of SSB's statistics on investigated offences is set for 2 November 2026. (source, retrieved 2026-10-27)
  • SSB StatBank, persons charged by citizenship and sex: StatBank gives persons charged by citizenship (09421) and by sex (09417) in separate tables, not crossed, so rates by citizenship and sex cannot be shown. (source, retrieved 2026-10-27)
  • SSB tables by immigrant background, 2015-2018 (published 11 February 2020), Table 3: Gives persons charged by number of offences and as shares of persons charged, not per 1,000 residents, so it cannot sit next to the 2021-2023 rates; its charges per 1,000 are quoted under why the numbers differ. (source, retrieved 2026-10-27)
  • SSB report 2017/36, adjustments for residence and employment (models M3 and M4): Published for 2010-2013 offenders by country of origin and in figures, not as a yearly series for the groups shown here; employment is not income, the factor this page shows when published. (source, retrieved 2026-10-27)
  • Persons charged by country of citizenship: Table 09421 gives countries with 50 or more persons charged, but counts include non-residents and are not shown here by country to keep the residence mismatch from compounding in small groups. (source, retrieved 2026-10-27)
  • Persons charged per resident by citizenship: SSB publishes no residents-only table of persons charged by citizenship: table 09421 includes people not resident in Norway, and StatBank 13734, which does split residents from non-residents, counts people sanctioned, not people charged. Dividing 09421 by the resident population would mix two groups, so no rate per resident by citizenship is shown. (source, retrieved 2026-10-27)
  • UDI, Asylsøkere, ulovlig opphold og kriminalitet: Studies non-residents by residence status, not rates for resident groups; cited by SSB, not opened. (source, retrieved 2026-10-27)
