Change in the KPI annual average index from the previous year, rounded to one decimal.

SSB's current table 14707 (2025=100) gives 3% for 2025; the 3.1% here is the rate on 2015=100, the base SSB names for its published 2017-2025 rates. Before 2017 the rates are computed from the 1998=100 annual averages (table 11449), as SSB published them.

4 of 5 checks
  • Yes: Method and definitions published. SSB publishes the method in "About the statistics" on its CPI page (sources, sampling, index formula, history).
  • Yes: Official statistics or peer-reviewed. Official statistics from Statistics Norway, produced under the Statistics Act.
  • Yes: Full count or representative sample. About 650 goods and services priced monthly from a sample of outlets, plus scanner data for groceries, pharmacies, fuel and more; weights from the national accounts.
  • Yes: Raw data downloadable. Every annual and monthly value is downloadable from SSB's StatBank and PxWebApi.
  • No: No known break or quality problem. Before 1959 the series is SSB's Cost of Living Index; methods changed in 1999 and 2011; some service prices were estimated from April 2020.

Why the numbers differ (3)
  • The KPI is the price change households pay. CPI-ATE takes out energy products and the effect of changes in taxes and duties, so it moves less when electricity prices or VAT change; SSB calls it a measure of underlying price growth.
  • From 2004 to 2025 the CPI-ATE rose faster than the KPI in 8 of 22 years. Calculated from SSB tables 14707 and 08981 on this page. (source, retrieved 2026-10-27)
  • Rates differ slightly with the reference year: for 2025, SSB's 2015=100 index gives 3.1% and its 2025=100 table gives 3%. SSB says the deviations are mainly rounding. (source, retrieved 2026-10-27)
Common mistakes (3)
  • The annual average change is not the 12-month rate SSB headlines each month (for example, September over September); the two differ whenever inflation speeds up or slows down during the year.
  • An index level is not an inflation rate. To convert kroner between years, divide the two years' index values on the same base; never mix values from tables with different reference years. (source, retrieved 2026-10-27)
  • CPI-ATE is not a cheaper cost of living: it leaves out energy and tax changes that households do pay.
Context (2)
Sources considered and not used (3)
  • Norges Bank inflation series: Norges Bank's open data API lists exchange rates, interest rates and other financial series but no consumer price or underlying inflation series of its own, so there was none to add. (source, retrieved 2026-10-27)
  • SSB CPI-ATE before 2004: SSB's CPI-ATE index starts in 2003 (table 14707), so yearly changes start in 2004; no SSB table gives CPI-ATE back to 1979. (source, retrieved 2026-10-27)
  • Harmonized index of consumer prices for Norway (SSB): Built from the same SSB price collection as the KPI, so it would not be an independent line. (source, retrieved 2026-10-27)
